Introduction:


eu-LISA is the Agency of the European Union (EU) established to provide a long-term solution for the operational management of large-scale IT systems, which are essential instruments in the implementation of the asylum, border management and migration policies of the EU.

The Agency's core mission is to be dedicated to continuously add value to Member States, supporting through technology their efforts for a safer Europe.

To support eu-LISA's core administrative functions, non-ICT consultancy services are necessary to ensure the provision of deliverables in support of activities carried out by the Agency to ensure governance, planification, business continuity and internal control towards the execution of its mandate.

The present technical specifications address needs for support services related to Facilities and Logistics management. To ensure corporate support services, many projects are ongoing with short-, mid
- or long-term objectives, therefore the Agency needs resources to ensure the achievement of these maintenance and upgrading projects, (including fit out) of the buildings, systems and auxiliaries' equipment but also to sustain the business-as-usual activities related to the General Services (GES). Given the European Commission's development of its Green Deal, eu
  • LISA must take responsibility for managing its own environmental impact. This has led to the Agency's commitment to achieve EMAS registration by 2024. Beginning in 2022, eu
  • LISA started to gradually implement its own Environmental Management System (EMS) based on the principles of EMAS, therefore a support service will be required to ensure the implementation of the management system and manage the certification for the Agency. In addition, the Agency aims to develop the OHS responsible for managing and streamlining management systems covering the areas of quality and safety of the environment to achieve business improvement best practice across the organization. They aim to minimize the costs of pure risk, while organizing and developing site OHS systems and procedures in line with the Agency policies.

Skills, knowledge, experience required:


  • A Master's Degree (minimum 4 years of university studies);
  • Minimum 6 years' relevant professional experience, of which minimum 5 years' experience in security sector;
  • EU Citizenship, and good code of conduct (lack of criminal convictions);
  • Ability to think methodically, to design, plan and manage processes and resources;
  • Excellent verbal and written communication skills;
  • Negotiation, supervisory and leadership skills combined with the ability to delegate (if relevant);
  • Proficiency in written and spoken English (level C1 or higher);
  • Knowledge of French language (level B2 or higher).

Nice to have:


  • Any project management certification.

Duties/role:


  • Drive project, supporting consultancy and conduct studies on technical, as well as strategic issues regarding OHS processes and to contribute to the sector's goals achievement;
  • Development and update of policy, programs, rules, plan aiming at ensuring Agency's compliance with relevant laws, directives and standards regarding H&S in France, Belgium and Estonia;
  • Organizing a general assessment of compliance at the Agency with the current health and safety rules and regulations;
  • Helping to draw up an Agency strategy for promoting the health and safety of staff;
  • Monitoring and assessing working conditions and the associated resources, as well as evaluations, risk analysis and rules in relation to the prevention of accidents;
  • Investigation of occupational accidents, root cause and correction actions;
  • Data collection and analysis of occupational accident;
  • Carrying out regular visits of the premises with the related stakeholders to establish and manage OHS and maintenance logs;
  • Helping to make, update and circulate contingency plans in the areas of health and safety;
  • Define needs for external services and support the procurement and contract execution phase;
  • Preparing documents such as reports, presentations and minutes of meetings;
  • Networking and share best practices with others EU agencies;
  • Organize and promote trainings and or workshops on health and safety;
  • Create an provide training for risk assessment to internal stakeholders;
  • Support the implementation of the EMS and EMAS certification requirement;
  • Act as a back up to the environmental specialist.
