The service holder:


  • Defines and promotes Quality in the project,
  • Advices or instructs on Quality aspect for the entire Project part as highest Quality Authority,
  • Defines Quality Surveillance and resource allocated in the packages and different contracts,
  • Ensures QAQC certification and associated regulatory framework according to OMAN regulation Authority in the overall project,
  • Defines and be responsible for the processes of qualification for local vendors and increase the In Country Value which is a crucial activity for partner and project, Calls Third Party Authority Certification service as and when required
  • Ensures the identified, mitigation of risks and opportunities are properly managed to secure the targets cost, quality, budget.
  • Ensure a strict control of change during project execution phase to enable a proper handover to Ops.
  • Ensures conditions are met to deliver the Plant within regulatory framework according to OMAN regulation Authority.
  • Covers/captures/mitigates the failure & rework risks induced by the nonquality into Company Quality Management System enabling PMT the identification of cost and planning impact,
  • Manages and motivates subordinates regarding achievement priorities and give them directions for the performance of their duties,
  • Ensures Contractors have an effective QMS in place to ensure the work is carried out in strict compliance with the technical statutory requirements in Oman and within Company requirements (Quality)
  • Ensures good relationships with the Partners during the whole Project duration

Activities:


  • The service holder is also responsible for all activities related any modification to the scope of the project.
  • In order to make sure that any modification to the scope of the project is taking into account and clearly analyzed; the service holder will develop Management of Change and maintain a follow up of these modifications through a Change Project Notice (CPN) system internal to the Project.
  • In case any of these modifications may impact the Statements of Requirements (SOR) that records the main design parameters and main scope of work for Sohar Project; the service holder will remain responsible, during the Execution
  • Phase for any modification and approval (through the SOR Change Notice system) to the latter document.
  • In any case the service holder will issue SOR revision at the following steps: end of Basic Engineering/CFT; end of Detailed
  • Engineering and end of Project.
  • The service holder shall, in the performance of these responsibilities, contribute to timely maximize the NPV value of the project by finding means to optimize the selected Development Scheme and concept, as well as to optimize the production
- profile(s). He/she is responsible for the gathering / validation of all data necessary to issue a Project Cost Estimate as well as to issue Project Economics.

  • The service holder is also responsible for the preparation of "Project approval steps" (internal/external) if needed during the execution phase.
  • The service holder shall liaise actively with Technical Package Managers and teams (LNG Plant and Storage Tank) and shall coordinate data and information between them.
  • The service holder reports to the Project Director and will ensure / handle, as required, the communication of the project with the Partners.

Qualifications & Experience Required:


  • Professional Experience: +15 (incl. experience in Middle East as a preference)
  • Experience in similar position (years): +10 (or in management major international construction contracts)
  • Education Level / Diploma: Engineer
  • Languages: English and French (mandatory)
