Context

The World Organisation for Animal Health (WOAH), previously known as the "Office international des epizooties" (OIE), was created on 25 January 1924.

Its headquarters are in Paris. The WOAH comprises 182 Member Countries and is present on all continents through 12 (Sub-) Regional Representations.

  • The WOAH is in charge of improving animal health, veterinary public health and animal welfare worldwide, as well as transparency of the global animal disease situation. The WOAH is furthermore recognised by the World Trade Organization as the reference organisation for intergovernmental standards concerning the sanitary safety of international trade of animals and products of animal origin and zoonoses. Ensuring transparency of the global animal disease situation has been a core mission of WOAH since its creation.
  • WOAH currently fulfils this mandate through epidemic intelligence activities, including spontaneous official reporting of data by Members based on WOAH standards, complemented by an active search for unofficial information. This activity aims to detect any signals that should have been officially reported and to contact the relevant authorities in case a gap is identified.
  • WOAH is now

seeking to assess the implementation of its notification standards by Members, as first step of the transparency index project. It will allow to assess the completeness and timeliness of the data collected and its effectiveness in fulfilling WOAH transparency mission, and thus the potential impact on the organisation's other activities.

  • More specifically, the project aims to develop countries' transparency index for notification. The index will be completed in a second step, taking into account transparency related to complementary topics, such as antimicrobial use and resistance, trade requirements for live animals and animal products, performance of veterinary services and others.
    Positioning and reporting

The intern will be under the supervision of a Senior Veterinary epidemiologist in the Data Integration Department and in collaboration with relevant staff within the department and across other WOAH departments.

Collaboration may also include interactions with experts selected from the WOAH network of Reference Centers.
Internship role and activities
The Intern will participate in the activities directed by the Data Integration Department specifically to:

  • For the disease reporting transparency index project:
  • Conduct a short review to identify relevant indices that have been used in the field of veterinary and public health to assess the transparency of countries.
  • Extract, clean, and match data from preidentified data sources
  • Develop and implement indicators to assess the timeliness of information reported by Members to WOAH
  • Merge results into a quantitative scoring system and validate scores against preidentified qualitative or semiquantitative assessments of transparency in a sample of countries
  • Contribute to the writing of an article for publication in a scientific journal
  • On an optional basis and as work progresses, for the second phase of the transparency index project: Contribute to the identification of additional concepts that may fall within the scope of the transparency index and explore potential data sources and methods for analysis.
  • Upon completion of the internship, the intern will provide a final report summarising activities undertaken and followup actions required.
    Required Skills and Experience

Education
- currently enrolled in a post-graduate academic programme;
- or have graduated from a post-graduate programme or equivalent studies.

  • Field of study: epidemiology, biostatistics, veterinary public health, One Health or related fields
    Requirements:

_Technical skills_:


  • Good command, both written and spoken, of English;
  • Good communication skills (verbal, written, interpersonal);
  • Good working knowledge of Microsoft Office.
  • Working knowledge of statistics commonly used in veterinary public health
  • Analysis will be performed on R software. Therefore, experience with R will be considered an asset.
  • Experience with the capturerecapture method will be considered an asset
    _Additional language skills_:
  • French and/or Spanish is an asset

Internship conditions:


  • The WOAH will provide a stipend in the amount of 659,10€ monthly for full time work;
  • This is a fulltime internship based in Paris, France.
