The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies.

It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee.

Within the CFE, the Local Employment, Skills and Social Innovation Division (LESI) advises governments on policies and programmes on a range of issues for the LEED Committee.


Main Responsibilities
Research, policy and econometric analysis and drafting

  • Identify, compile, and analyse international evidence and data to inform policy analysis on Division topics in OECD member countries and beyond. This could include policy outcomes, strategies, and practices in the respective areas, as well as identification of best practices.
  • Conduct quantitative analysis on applied economics issues using different sources of data, including labour force and other individual and household surveys, administrative records, big data on online vacancies, and firmlevel micro data sets.
  • Carry out desk research, organise and summarise complex material in a clear manner for specialist and nonspecialist audiences, and develop briefing materials as needed.
  • Draft high quality working papers, chapters in reviews or thematic reports. This includes concise technical papers and accessible briefs and reports designed for policymakers and the interested public.
  • Draft other high quality documents, including blogs, synthesis reports of expert discussions, seminar proceedings, and policy messages based on original empirical work and relevant published material.
  • Ensure timeliness and a high level of analytical and editorial quality in the preparation and publication of OECD documents.
Project management

  • Contribute to the successful planning and execution of casestudy missions, meetings and workshops online or in situ for local, national and global stakeholders as needed.
  • Contribute to drafting project proposals to support fundraising strategies.
Dissemination, liaison and outreach

  • Contribute to the development of effective dissemination strategies of OECD work.
  • Establish and maintain good working relationships with officials from member countries, international experts and academics.
  • Collaborate effectively with other colleagues in the LESI Division and contribute, as required, to horizontal and multidisciplinary projects and other outputs of the CFE and the OECD.
  • Keep abreast of new research, exploratory work and policies of relevance to CFE work, emanating from governments, other international organisations, nongovernmental organisations, academia and the private sector.
  • Participate in the organisation of other conferences, seminars and workshops organised or coorganised by the Division and CFE more widely.
Academic Background

  • An advanced university degree in economics or a related field such as social sciences or public policy.
  • A PhD in one of these areas would be an asset
  • Certification or diploma in econometric and/or data science methods using large data sets.
Professional Background

  • Minimum two years of professional experience in the fields of applied economic analysis acquired in a policy environment or academic/research institution.
  • Experience with quantitative analysis, including statistical analysis methods, and in particular individuallevel survey or administrative microdata.
  • Experience in research and analytical activities, ability to organise and summarise complex material clearly.
