Within the Centre, the Social Cohesion Unit undertakes applied research and policy work to support developing and emerging countries develop more inclusive policies and tackle the poverty and vulnerability challenge.

The Unit offers targeted policy support to countries through Social Cohesion Policy Reviews, Social Protection System Reviews, and Youth Well-Being Policy Reviews.

It further carries out policy oriented global research in areas linked to inequality, informality, youth employment, greening food systems (for more and better jobs in Southeast Asia) and social inclusion.


Main Responsibilities
Policy analysis, Drafting and Dissemination

  • Contribute to global thematic reports on vulnerability, informality, social protection and youth employment in developing countries, as well as other projects of the Social Cohesion Unit.
  • Carry out highquality, policyrelevant research on inclusive development, with a focus on the interrelations between inequality, vulnerability and informal employment.
  • Carry out empirical/statistical analysis by analysing multiple survey datasets and researching analytical documentation related to the work of the Social Cohesion Unit.
  • Participate in the design and implementation of a series of country reviews on social protection and youth employment in several low and middleincome countries.
  • Draft highquality technical research documents, project reports and policy briefs/articles targeted at nontechnical audiences and the media, under tight deadlines.
  • Carry out statistical analysis by collecting original data and researching statistical documentation pertaining to the theme.
  • Coordinate multidisciplinary research programmes in the field of social cohesion.
  • Present the outputs of OECD country analysis and related reports at policy dialogue forums and international conferences.
  • Communicate key messages relating to the Unit's work in a variety of forums, including specialised journals, as well as in print, broadcast and online media.
Outreach and Resource mobilisation

  • Stay abreast of the OECD's work on Global Development and ensure, as appropriate, the Centre's involvement in OECDrelated initiatives.
  • Establish new contacts and strengthen existing collaborations with decisionmakers and social partners at national and international level to create synergies.
  • Organise expert and policy workshops and contribute to the organisation of other conferences and workshops of national delegates and experts.
  • Supervise the work completed by junior staff in the team and that of external consultants.
Management and Organisation

  • Lead and coordinate research and policy work on inclusive development and supervise the work of external consultants and research assistants/trainees as needed.
Academic Background

  • An advanced university degree in economics, public policy, or development. A PhD would be an advantage.
Professional Background

  • At least three, preferably five years' relevant experience in conducting and managing applied economic and development analysis oriented towards policy recommendations as evidenced by highlevel publications.
  • A wide experience of applied analysis in the core areas of employment policy in developing countries.
  • Excellent knowledge and understanding of emerging and developing economies and societies.
  • Expertise in the economic policies and development challenges of emerging and developing countries, including field experience, and experience of work in national and/or international institutions.
  • Strong analytical skills and a proven capacity to fully grasp the complexity of changes occurring in emerging and developing societies and economies, to detect emerging problems and analyses them from innovative angles.
