The National Air quality and Climate Consultant will support Bosnia and Herzegovina national SLCP planning and implementation efforts. This will include a national methane roadmap, a national SLCP plan and MRV Framework.

The expert will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sectors and political and institutional backing for the SLCP mitigation strategy.

Responsibilities:


The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming.

It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Bosnia and Herzegovina is a CCAC State Partner. Bosnia and Herzegovina is preparing its Integrated Energy and Climate Plan until 2030 (NECP BiH).

This document is expected to define the target for reducing greenhouse gas emissions, including methane, and inform its revised Nationally Determined Contribution (NDC) to the Paris Agreement.


Bosnia and Herzegovina through the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina has requested a national consultant who understands the country's targets to reduce emissions, assess the country needs and to provide the support in the implementation of the Short-Lived Climate Pollutant (SLCP) plan and to strengthen SLCP planning and advance SLCP mitigation actions.


The CCAC is therefore seeking a National Air Quality and Climate Consultant to strengthen the capacity of the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, to coordinate national SLCP planning, policy, and implementation efforts aligned with NDC implementation.


The CCAC National Air Quality and Climate Consultant will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry of Foreign Trade and Economic Relations to strengthen buy-in across the government, and to advance the implementation, financing, and monitoring of a SLCP mitigation plan/strategy.

The CCAC National Air Quality and Climate Consultant will also be responsible for supporting the development and implementation of SLCP emission and mitigation assessments including of a national methane roadmap, a national SLCP plan and MRV Framework.

Working under the supervision of the CCAC Secretariat, the consultant will be responsible for the following tasks:

  • Secure participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level.
  • Coordinate all CCAC activities in Bosnia and Herzegovina in coordination with the CCAC Focal Point within the Ministry of Foreign Trade and Economic Relations.¿¿
  • Organize awareness and training programs with support from the project partners and CCAC Focal Point of Bosnia and Herzegovina.
  • Facilitate support to the CCAC project implementers, including support for the organization of training activities, gathering of data and contacts.
  • Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts.
  • Assist and advise the project focal points at national level.
  • Liaise with relevant departments within the Ministry of Foreign Trade and Economic Relations and Technology and relevant government agencies, and all project partners, including NGOs for effective coordination of all project activities.
  • Review project outputs and progress reports submitted by the CCAC project implementers.
  • Coordinate and organize stakeholder meetings in support of the CCAC projects and maintain meetings records.
  • Prepare information to be shared with relevant stakeholders.
  • Identify opportunities for national and international resources/funding for implementation of National SLCP Strategy.
  • Raise awareness on SLCP at national/sub-national level.
  • Ensure Bosnia and Herzegovina is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).
Qualifications/special skills

  • Advanced university degree, master or equivalent, in engineering, economic and environmental science, or a similar discipline.
  • A firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of professional experience working in the energy and climate sectors
