The Role

Y ou will help lead the development and execution of the government affairs and policy strategies for Moderna in France and play a key role in engagement with governments and other key stakeholders in immunisation policy and funding.


Reporting to the General Manager, the Government and Policy Affairs Lead is responsible for shaping the public policy environment and ecosystem to enable Moderna to deliver innovative solutions for public health and patients.

By careful analysis of changing political dynamics and government policies, the position will help identify emerging external challenges and opportunities and, develop solutions through public policy thought leadership and external partner relationships.


As a key lead for Moderna, you must thoroughly understand the French vaccines and infectious disease environment including the policy framework and political environment.

You will have extensive professional experience in this field and trusted relationships with a variety of key stakeholders.

You will have a deep knowledge of the needs, motivations and capabilities of various stakeholders and you are experienced in devising public policy goals and solutions that can be collaboratively implemented.

Here's What You'll Do

EXTERNAL
Secure political and policy advocacy for French vaccination policy and opportunities relating to Moderna's pipeline.

Drive and oversee vaccines & infectious disease policy shaping strategy and execution.

Engage externally to promote a supportive policy environment for innovative vaccines including allocation, delivery, and appropriate use of vaccines.


Partner with stakeholders in establishing shared public policy goals, identify solutions through research and dialogue, and drive change by collaboratively engaging policymakers including projects with external stakeholders (parliamentarians, policymakers, officials, think tanks, professional societies, patient groups and professional bodies) to support/enhance the overall Moderna strategy and business objectives.


Align on trade association engagement strategy and represent Moderna externally in relevant policy discussions and in interactions with bodies such as LEEM.


INTERNAL
Help define the overall Moderna vaccine policy and government affairs agenda including management of agencies and political monitoring.

Assess gaps for immunisation access and develop public policy plan to address health inequalities.


Develop evidence, argumentation, and engagement tools to enable Moderna to meaningfully contribute to public policy dialogues including talking points, policy briefings, position papers and key messaging.


Partner closely with Commercial, Medical, Communication, Leadership & General Manager on an integrated approach to ensure government engagement strategy/actions align and support the business strategy/objectives.


Identify and support opportunities for thought leadership in external forums and events regarding vaccine development, access, pricing, immunisation systems and deployment.

Monitor fiscal, economic and sociopolitical trends that shape the vaccines public policy landscape and provide updates to cross-functional teams.

Here's What You'll Need (Minimum Qualifications)

Degree in Health Policy, Political Science, Law, or other relevant areas of specialization

A strong public policy and legislative background of at least 10 years, with validated experience in engaging external stakeholders and crafting clear policy positions in response to complex and nuanced challenges

Experience in Government, Industry Association, Health Care Systems and/or Stakeholder management

Demonstrated experience identifying policy trends affecting the entire health sector and/or the innovative biopharmaceutical industry, with an understanding of vaccines policy a strong advantage
