Purpose of the Job:


The primary role that
Customs Performance & Efficiency Manager fills is in taking the necessary measures to increase the performance & efficiency of the customs function supporting the international business of Alstom from tender stage up to execution for the global scope.

Dealing with a stringent and changing regulatory framework, at international or national levels, the
Customs Performance & Efficiency Manager is leading key projects to ensure harmonization of best practices, secure material customs classification of all product lines and optimize customs activity thanks to traceability solutions under the direction of the
Head of Customs within the central Tax & Customs Department.

Key accountabilities:

Enhance the performance of Customs function with the following responsibilities:
Ensure smooth integration of BT scope in the global Customs organization

  • Conduct mapping of customs resources worldwide
  • Build RACI between Supply Chain activities and Tax responsibilities or other key stakeholders during Tenders / Operations / Litigations to ensure smooth integration of customs inputs
  • Identify transverse tasks and functions that need to be onboarded to manage Customs from end to end
  • Identify synergies or gaps in each country/region related to required skills and maturity of customs subcontracting
Enhance a global Customs organization

  • Ensure proper onboarding of the key stakeholders in the regions & product lines to tackle customs stakes
  • Conduct periodic audits of entities / sites with international activity and identify needs for training
Enhance implementation of shared and automated tools to support customs efficiency

  • Deploy the Orchestra project to secure the customs classification Worldwide : both the right use of the tool and the implementation of an efficient governance including the support of Master Data Management team in India.
  • Define architecture of tools to best support customs activities taking into account current Alstom tools & processes, enhancing synergies among countries and promoting standard solutions whenever possible
  • Carry out the selection and design of Customs systems to best fit with regulations and processes, data integrity and customs costs optimization
  • Ensure Technical watch of best tools to be used in connection with existing Alstom tools (such as SAP/GSI and Enginneering Orchestra solution) and connected IT tools either internal or external for best automation and compliance processes that allow reporting for analysis and optimization
  • Implement solutions of Traceability so as to meet Customs requirements and secure deployment of customs suspensive regimes especially to meet the needs of Alstom sites in Europe.
  • Define the right reporting tool and mapping of required data to support the implementation of the bonded manufacturing location in Indian Alstom sites or bonded warehouses in European sites to optimize hard inventories.
  • Propose solutions & KPI to follow the financial and accounting aspects related to customs clearance operations
  • Conduct benchmarks with large international companies
Implement & deploy customs processes

  • Elaborate global processes & guidance in particular regarding customs nomenclature, country of origin management to minimize associated risks.
  • Ensure the communication of those SOPs within the international Alstom network as well as training sessions to key stakeholders in countries or depts who are responsible for their implementation
  • Improve process to secure and benefit from Free Trade Agreements thanks to robust process of origin rules
Regular trips to be planned on sites in Europe and abroad in all Alstom regions
