Result of Service

  • Key stakeholders from government, industry and civil society are engaged and well informed of "Scaling Up Energy-Efficient and Climate-Friendly Cooling in Nigeria's NDC Revision's" progress, achievements, and next steps.


  • Project Coordination

  • Coordinate the project team (composed by the Energy Commission of Nigeria, UNEP Africa, UNEP U4E and expert consultants).
  • A Complementary to the NCAP on priority actions for AC efficiency, including a proposed pathway to implement NCAP recommendations to strengthen AC energy efficiency, its contribution to GHG mitigation and actions for inclusion in the NDC process.
  • An AC Market Assessment and an Impact Assessment to provide evidence to update the MEPS are completed.
  • MEPS for air conditioners are updated to enhance efficiency and consider refrigerant global warming potential (GWP) limits with crossreference to regional efforts on labelling underway by ECREEE
  • Coordinate with the national NDC lead entity and submit the proposed actions to the NDC committee
  • An Awareness campaign is executed to promote sustainable cooling to the public and businesses to raise awareness and buyin.
  • Capacity development is delivered for officials to strengthen the regulatory environment and help attain the targets under the revised NDC.

Responsibilities:


UNEP is a leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

UNEP supports African governments to improve energy efficiency and increase the use of renewables.

Nigeria is the largest market for cooling in Africa and one of the fastest growing in the world.

Annual sales of mini-split air-conditioners (ACs) in the country are over 0.55 million units, which account for about 20% of the total in Africa and Middle Eastern countries.

The market share of inverter ACs is at about 20% and growing. Most of the ACs are inefficient.

Nigeria seeks to include efficient, climate-friendly cooling in our revised Nationally Determined Contributions (NDCs) and is also seeking technical support to do so and to support implementation of solutions to meet its commitments in NDCs.

Nigeria's population is estimated at 206 million in 2020 (UN Data).

With an approximately 2.5% per year growth rate since 2000, it is estimated that between 401 and 432 million people would be living in Nigeria in 2050.

These trends of a growing population, combined with improving lifestyle and urbanization, collectively contribute to a growing demand for ACs and other cooling devices.

UNEP and the Energy Commission of Nigeria are implementing a project to: (i) include enhanced targets for room air conditioners in the revised NDC; (ii) implement an awareness campaign to promote sustainable cooling to the public and businesses; (iii) revise the existing draft room AC minimum energy performance standards (MEPS) and energy labels to enhance efficiency and consider refrigerant GWP limits; (iv) recommend protocols to enhance monitoring, verification and enforcement and provide capacity building for officials to strengthen the regulatory environment; (v) provide technical capacity building for technicians to support proper installation of new, energy-efficient, climate-friendly room air-conditioners; and (vi) develop a product on key implementation actions for space
cooling to strengthen the National Cooling Action Plan.

Qualifications/special skills

A university degree (Bachelors or equivalent) in energy or environmental policy, energy or environmental economics, or a related engineering or science field is required.

At least 5 years of professional experience with energy or environmental policies or programmes is required.
Excellent written and oral communications skills on energy-related topics.
Excellent record in collaborating with a team, and ability to adapt to meeting varying needs as a project evolves.
Familiarity with project management concepts.
Basic familiarity with air conditioner and refrigerator technologies and opportunities for improving performance is an asset.
Experience in developing and building coalitions to support initiatives.
Excellent record in collaborating with a team, and ability to adapt to meeting varying needs as a project evolves.
Familiarity with the policy context and a well-established network with officials and other national stakeholders is desired.

Languages
Fluency in spoken and written English is required.
