Job Description (Roles and Responsibilities)

The UK Delegation to the OECD represents UK interests at the Organisation for Economic Co-operation and Development (OECD).

The OECD is the largest grouping of likeminded democracies in the world, with a membership of 38 countries accounting for nearly 50% of the world's GDP.

The OECD promotes economic governance based on principles of democracy and economic openness, underpinned by shared values.

This role of the Development Policy Officer is in the development team, working to the UK Delegate to the Development Assistance Committee.

The main purpose of the job is to promote the UK's development and gender equality policy priorities at the OECD while identifying and harnessing evidence from OECD work to assist UK policy making.

This will involve cross-team working, building strong, mutually beneficial relationships with colleagues in UKDel, Whitehall, the OECD and other OECD member countries.

It will also involve supporting the UK DAC (Development Assistance Committee) delegate at DAC meetings through providing policy advice and coordinating briefing with colleagues in the UK.

The job holder is also responsible for UKDel's budget and there is some programme management required.

This role would suit a person who is able to work both as part of a team and independently, has strong interpersonal skills, excellent judgement and analytical skills, is proactive and contributes with ideas, and has high quality drafting, oral and written communication skills.


Main Tasks/Responsibilities

  • Support the UK Delegate to the Development Assistance Committee, leading on preparation and briefing for the meetings, as well as liaising on follow up actions
  • Build a network of contacts with counterparts in other delegations, Whitehall Departments, and FCDO in order to advance/deliver on UK objectives at the OECD
  • Lead on Gender Equality issues for the UK Delegation, coordinating on policy with HMG colleagues in the UK as well as other Missions and core teams in the OECD
  • The jobholder is responsible for budget management for the Mission, including forecasting of spend and tracking, keeping the Deputy Permanent Representative up to date
  • There is also programme management responsibility, keeping oversight of the UK's financial contributions to the DAC
  • There will also be other priority projects, such as Ministers visits and events, and the UK's contribution to annual Ministerial Council Meetings which are a whole of UKDel effort. The jobholder will be required to support the team on wider OECD governance and crosscutting priorities as and when required
  • Each UKDel delegation member will also have a corporate objective
Essential qualifications, skills and experience

  • Excellent communication skills influencing stakeholders and contacts from all levels to develop and maintain a network of contacts.
  • Ability to build and maintain strategic relationships
  • Experience on and/ interest in working on international development and gender issues
  • Excellent English and French min C1* and ability to produce drafts, reports and analysis in both languages ;
Desirable qualifications, skills and experience

  • Experience working for the OECD, or in a multilateral environment
  • Experience managing budgets and/ or programmes
  • Experience working on international development issues
