The Directorate for Public Governance (GOV) is looking for two Policy Analysts to contribute to the public communication work stream, by carrying out responsibilities in the area of research, analysis and drafting, programme management, co-ordination and development, as well as representation and dissemination.


Within GOV's Open and Innovative Government Division (OIG), the Open government, civic space and public communications unit aims at supporting governments in designing and implementing policies to foster transparency, integrity, accountability, and stakeholder participation by providing policy advice and recommendations, as well as capacity building support on how to integrate these core principles into public sector reforms.


For more than 5 years, the OECD has been focusing on the contribution of public communication to stronger democracies and more open governments.

It does so by developing research and analysis, sharing good practices and lessons learned and helping member and non-member countries to strengthen the use of public communication for increased transparency, integrity, accountability and stakeholder participation.

In 2020, the "OECD International Report on Public Communication:
the Global Context and the Way Forward" was published.


Under the overall supervision of the Head of Open and Innovative Government Division, the incumbent will report to the head of Open government, civic space and public communications unit.


Main Responsibilities
Research, analysis and drafting

  • Conduct research, analysis and drafting for country/regional policy reviews, policy documents, working papers on public communication topics, as well as coordinate the internal review and approval procedures for these publications.
  • Conduct data collection and cleaning for surveys and analysis of survey responses.
  • Formulate policy recommendations for policymakers, taking into account country context, good practices and comparative evidence from OECD member and nonmember countries.
  • Draft clear, concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications aimed at policymakers and wider audiences.
Contribution to programme management, co-ordination and development

  • Propose ideas and develop concept notes for new work and analysis.
  • Proactively contribute to effective and smooth internal project coordination across teams, divisions and directorates as relevant.
  • Contribute to fundraising efforts as needed.
Outreach, representation and dissemination

  • Contribute to briefing material and speeches for GOV and OECD leadership on the OECD work on public communication.
  • Assist in the preparation of missions, international workshops and capacitybuilding activities in Member and nonmember countries.
  • Support the planning and implementation of the Division's Programme of Work, including contributing to preparations for meetings of the Open government, civic space and public communication unit.
  • Develop and maintain contacts with officials in national administrations, other international organisations and country delegations with the aim of building relevant networks.
  • Actively engage in the dissemination of policy recommendations through a variety of channels and supports, targeting the audiences that will promote maximum impact.
  • Collaborate within the Organisation on multidisciplinary horizontal work relevant to the open government, and public communication work.
  • Give presentations and represent the OECD at internal or external events, seminars and meetings, as required.
  • Keep abreast of policy issues and general developments in the areas of open government and public communication.
  • Academic Background
  • Advanced university degree in international relations, public policy/administration, law, political science, communication or similar.
