The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.

The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development.

Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.


The IEA Energy Data Centre (EDC) works with members and beyond to collect, compile and disseminate global energy data to a wide range of users, such as decision makers in governements, media, academia, and the broader public.

Energy data encompass statistics on all fuels, including renewable energies; energy efficiency; energy prices, etc, informing both energy security and energy transitions.

Complementary to its data collection work, EDC also provides support for data capacity development at national level through exchange with counterparts in governments, globally.

With this objective, EDC is developing a strategic framework to support developing countries to track energy transitions.


Role


The Young Associate will report to the Head of Data and Indicators of Energy Transitions section of the Energy Data Centre.

They will contribute to establish a prototype IEA framework to strengthen developing countries capacity to track energy transitions, with focus on data to inform climate policies.

Based on the framework, country-level assessments, including recommendations on actions, will be developed for initial set of pilot countries.

Activities will include desk research, bilateral work with governments' counterparts, and workshops at national or regional, when relevant in partnership with key organisations such as the UNFCCC.


Main Responsibilities

  • Perform background research on methods to collect energy data, including innovative methods, and on national data landscapes (key institutions, legal systems, climate policy targets,) for selected developing countries.
  • Contribute to develop a network of stakeholders both at national and international level and coordinate consultation activities across different stakeholders.
  • Contribute to elaborate the prototype framework a plan including key milestones for IEA to provide assessment and guidance to developing countries on their energy data system to better inform climate policies.
  • Organise and contribute to bilateral and international events aiming at consulting stakeholders and promoting the framework.
  • Take part in work to pilot the framework in selected developing countries, and based on the pilot elaborate recommendations for further work.
Academic Background

  • Course work in at least two of the following areas is required: economics, statistics, environmental management, international relations, public policy, development.
  • Course work in statistics and environmental management is desirable.

Skills:


  • Excellent written and oral communication skills, as well as strong strategic thinking abilities.
  • Ability to engage and consult stakeholders from different background.
  • Ability to plan and organise work effectively.
  • Knowledge or research methodology and drafting research papers.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
