Job Description Summary:

The role of the Services Technical Leader is to manage a portion of the increasing sales and tendering activities in Offshore Wind Services from a technical and costing perspective, together with involvement in the commercial negotiation of long-term service agreements following successful bids.

The Services Technical Leader will assist in driving optimized strategies to secure profitable service business within the highly competitive offshore wind service market, including any requests for additional work by existing customers.


Le rôle du responsable technique services est de gérer une partie de l'augmentation des ventes et des activités d'appel d'offres dans le domaine des services éoliens offshore d'un point de vue technique et financier, tout en participant à la négociation commerciale de contrats de service à long terme suite à l'acceptation des offres.

Le responsable technique services aidera à élaborer des stratégies optimisées pour garantir des activités de service rentables sur le marché hautement concurrentiel des services éoliens en mer, y compris toute demande de travail supplémentaire émanant de clients existants.


  • Support the Services Commercial team, as a Senior Technical Proposals for our Offshore Wind business, reporting to the Technical Director for Services Proposals.
  • Be the key point of contact for service in delivering appropriate service strategies for assigned projects and manage transaction details related to all technical aspects to support strategy development, execution and risk management processes.
  • Ensure that customer requirements are well understood, and manage the analysis and development of service offers in a timely fashion, incorporating solid cost modelling, pricing, appropriate terms and conditions and technical appendices to ensure a complete and quality offering to the customer.
  • Ensure that all customer technical clarifications or queries are understood and resolved in a timely fashion.
  • Interface with appropriate internal stakeholders in relation to the above responsibilities, and in particular assist in gaining approvals from the risk process for assigned projects.
  • Represent GE offshore service at client meetings and negotiations.
  • Perform the cost and risk analysis for the Service tender.
  • Take part in the improvement of the Service offerings:
  • Maintain/Develop Service costing tools to improve cost solidity and competitiveness
  • Maintain/Develop Service technical documentation to support the Service offer.

Required Qualifications:


  • Bachelor's Degree in Engineering from an accredited college or university or similar;
  • Solid experience in reviewing customer specifications, proposal development, contract development and direct negotiation for service sales;
  • Ability and willingness to travel up to 50% time in Europe, occasionally to other regions (US, APAC);
  • Proven ability to work in a crossfunctional and global environment, remote teams, strong team player;
  • Strong communication skills in English, other European languages will be a plus;
  • Location can be flexible in any of our Wind offices in Europe

Desired Characteristics:


  • Offshore or onshore wind experience or experience in a related discipline;
  • Good organizational skills as well as strong capabilities in Excel, Word and Power point;
  • High motivation level; selfstarter with negotiation skills;
  • Ability to manage multiple transactions and priorities simultaneously;
  • Ability to perform effectively in a nonhierarchical team environment;
  • Effective communication and interpersonal skills and be able to work in a multicultural environment covering a range of activities (maritime, logistics, technical, maintenance, offshore activities) and be comfortable with regular client interactions and negotiations.
