Description

The Central Commission for the Navigation of the Rhine (CCNR) is an international organisation comprising five Member States (Belgium, France, Germany, Netherlands and Switzerland).

Its primary responsibility is the safe and prosperous navigation of the Rhine.

Moreover, given the inherently international nature of inland waterway transport, many of the CCNR's activities are conducted within a European framework.

The CCNR is seeking to hire an Policy Officer for its international team of 37 staff in the Secretariat located in Strasbourg.

He/she will be responsible for social issues and professional qualifications.


Principal tasks


Under the responsibility of the Deputy Secretary General and under the supervision of the Administrator in charge of social issues, employment and professional training (STF) and professional qualifications in inland navigation (QP), he/she will provide this support in the context of the STF Committee's work, and of its STF/G Working group, and of the CESNI/QP European Working group.

He (she) shall monitor European projects under the authority of the General Secretary.

For work associated with the STF Committee (and with its STF/G Working group) and with the CESNI/QP Working group, the Policy Officer will be required in particular to:

  • Draft analytical documents and summaries, proposed amendments, and explanatory notes inputting to regulatory work (drafting communications from the CCNR and its Secretariat, in consultation with the Member States);
  • Follow up delegations concerning actions between meetings (controlling the timetable and deadlines, gathering inputs and managing their quality);
  • Regularly update the Regulations for Rhine Navigation Personnel and navigation personnelrelated documents;
  • Manage documents (translation, distribution etc.)
  • Conduct documentary research (for example in resolutions, minutes, historical records of issues, European/EU legislation and regulations).
  • Prepare and organise meetings (CESNI/QP and temporary working groups);
  • Coordinate discussions between the various CESNI/QP working groups;
  • Monitor and moderate the temporary working group on quality management (CESNI/QP/QM);
Concerning the administrative monitoring of European projects, the Policy Officer will be required in particular to:

  • Plan and coordinate the administrative actions required to deliver European contracts and ensure that procedures are adhered to and monitored;
  • Manage relationships with (inhouse or external) partners involved with the contracts;
  • Monitor the work plan and progress with the contract, and the submission of deliverables;
  • Coordinate internal reporting to the CCNR and to the European Commission (DG MOVE) using the chosen monitoring tools;
  • Monitoring contractual, legal, financial and communication aspects in conjunction with the relevant individuals;
  • Conceptualise the required documents and media for reporting activities;
  • Secondary school leaving qualification+5 (Master) in law or political science
  • Initial professional experience required
  • Sound legal knowledge and good general knowledge
  • Sound understanding of institutions and how they work
  • Mastery of Office 365 (Office Pack and collaborative tools)
  • Multilingualism: Excellent grasp of German, Dutch or French (mother tongue level), very good grasp of one of the other languages, good grasp of English
  • Good drafting skills (including technical content, communiques, presentations)
  • Strong analytical capability and ability to work in collaborative and crosscutting mode
  • Sense of initiative, ability to originate proposals
  • High expectations in terms of quality of work and service provided
  • Diplomacy, neutrality and loyalty to the structure

What the CCNR offers
A 4-year contract

Monthly salary (after tax) corresponding to grade B4 of the CCNR's staff regulations (€3627 - €4850).


Salary: 3,600.00€ - 4,800.00€ per month
