Supply Chain Tender Coordinator

Subsea 7 is looking for a talented
Supply Chain (SCM) Tender Coordinator that will organise and manage the work with Suppliers and Subcontractors.


The SCM tender coordinator will collate all technical, commercial and contractual information/data/proposal needed to prepare the SCM package including SCM Procurement Summary Report, Bid comparisons and Subcontractor & Vendor List and ensure SCM package is transmitted to the Tender Project team.


KEY RESPONSIBILITIES

  • Define together with the SCM Tender Lead the scope of work expected from SCM PSR.
  • Maintain the SCM PSR up to date.
  • Through this SCM PSR, submit in relation with the relevant commodity lead to the SCM Tender Lead the following information for review and validation:
  • The proposed bidder list based on Company and Subsea 7 approved Suppliers Lists and in accordance with Group SCM strategy.
  • The Benchmark/RFQ strategy
  • An estimated budget for each Item
  • Issue ITT to approved Bidders based on requisitions "Approved for Enquiry".
  • Ensure the enquiries are issued in line with contractual requirements, Subsea 7 procedures and standard templates, liaising with Engineering lead for review of technical clarifications or deviations.
  • Ensure that the provisions of the Main Contract are flowed down to Suppliers/Subcontractors in the Special Terms and Conditions.
  • Transmitting all Suppliers technical qualifications to Engineering & other departments
  • Organising meeting with Engineering for technical qualifications review
  • Perform commercial and contractual analysis, schedule evaluation of bids, and incorporate technical evaluation from Engineering. Finalise the bid summary and make recommendations to the Tender Project Manager for technically acceptable solutions.
  • Identify clearly Supplier prices validity, allowances and risks
  • Ensure follow up of this SCM package validity, allowances and risks. Raise alert when necessary. This until final award or final rejection of our offer.

PROFESSIONAL QUALIFICATIONS & EXPERIENCE

  • Have a minimum of 5 years of Supply Chain Management experience in Issuing Request for Quotation and SCM packages / Tender activities
  • Degree in a relevant discipline Engineering or Supply Chain Management
  • Experience working within the subsea offshore or related industry, some of which must be in a dedicated Supply Chain Specialist;
  • Strong knowledge of vendors and a successful track record of Purchase Order negotiation will be highly regarded.

  • Strong analytical skills
  • Creative problem solving able to suggest and develop new methods and ways of working
  • Sound communication skills able to communicate ideas and results to various stakeholders both in written reports and in meetings, presentations etc.
  • The ability to work in a team as well as individually with a minimum of supervision
  • The ability to organize and prioritize own work and as such have responsibility for discrete work packages ongoing simultaneously
