To undertake SEA circular website development that includes leading the process of migrating the website under original UNEP website with a sustainable solution to migrating maximum information to the new address.

Additionally, s/he will oversee the functionality of the website, evaluate and manage website performance, facilitating hosting and server management, and develop, maintain and update website content.

The SEA circular project Website Manager Consultant reports to the SEA circular project coordinator, and works closely with the project's Communication focal point.


In the extension period, the SEA circular project Website Manager Consultant will manage of the SEA circular website and its resources, as well as to manage the SEA circular page under UNEP's website for consistency and timely information sharing.

Performance indicators for evaluation of outputs.

  • Satisfactory completion of deliverables and receipt of quality outputs

Responsibilities:

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level.

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.


The project "Reducing marine litter by addressing the management of the plastic value chain in South-East Asia" (SEA circular) is implemented by the UNEP Regional Office for Asia and the Pacific and the Secretariat of the Coordinating Body on the Seas of East Asia (COBSEA), with support from the Government of Sweden.

The project runs from August 2018 to December 2024 and aims to reduce marine plastic litter by ensuring that less plastic is wasted in the face of largely inadequate waste management systems in the region.

The project leverages the COBSEA intergovernmental mechanism and contributes to achievement of the COBSEA Regional Action Plan on Marine Litter (RAP MALI).


Project activities take place in six target countries (Cambodia, Indonesia, Malaysia, the Philippines, Thailand, Viet Nam) with knowledge sharing across all nine COBSEA countries (incl.

PR China, Singapore, Republic of Korea) in four output areas:


  • Output 1: Marketbased solutions in the way plastic is managed are promoted and demonstrated, including effective business incentives for reducing singleuse and hardtorecycle plastic and improving recovery and recycling.
  • Output 2: Strengthening the scientific basis for effective decisionmaking, by identifying and closing research gaps, and building national capacities to monitor and assess the sources, flow and impacts of marine litter in line with global guidelines and COBSEA regional guidance on harmonized monitoring programmes.
  • Output 3: Outreach on marine litter and plastic pollution raises awareness to promote behavioural change among consumers and businesses, and to create an enabling space for policy development.
  • Output 4: Regional networking and leveraging COBSEA regional mechanisms to strengthen regionally coherent national marine litter planning, engage constituencies and facilitate multistakeholder knowledge exchange, including coordination with regional frameworks such as the Association of Southeast Asian Nations (ASEAN).


The SEA circular Website Manager Consultant will manage the SEA circular website and migrate all existing content to new SEA circular microsite integrated with UNEP website, Beat Plastic Pollution and One Plastic Initiative as relevant.


In the extension period, the SEA circular Website Manager Consultant will manage the SEA circular website, timely updated with latest information, creation of new pages to make sure the website page is equally and backup, monitoring and feedback to increase visit to the SEA circular website.

Qualifications/special skills

  • University degree in computer science, IT, graphic design or communication
  • Minimum of 5 years of experience in developing, managing and administering CMS systems and developing webbased tools is required.
  • Strong understanding of UI, crossbrowser compatibility, general web functions and standards.
  • Experience in planning and delivering software platforms used across multiple products and organizational units and great understanding of Search Engine Optimization (SEO) and Paid Per Click (PPC).
  • Deep expertise and hands on experience with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's.
  • Deep functional knowledge or hands on design experience with Web Services and website migration and developing a microsite
  • Being familiar with a variety of coding languages such as HTML, JavaScript, Ruby on Rails, and C++
  • Working experience with UN Agencies especially UNEP
