Objective


The objective of the CX (Commissioning) Manager is to manage the commissioning process and validate / document that the delivery team fulfils the functional and performance requirements of the Owner, Occupants, and Operators, in accordance with the Employer's Requirements.

Complete understanding of the contract documents (Employers Requirements) is the foundation for validating external information / Data / Technical Submission etc.


Roles & Responsibilities

  • Management of commissioning Levels 1 to 3 (On site testing, vendor attendance, load banks, documentation etc.)
  • Ensure testing is carried out as per employers' requirements.
  • Assist the commissioning agent in management of commissioning Levels 4 & 5. Execution of the testing is carried out by the GC.
  • Undertake a review of the initial and IFC Design package and produce a report of the with respect to risk and opportunity that presents. Constructability and Commissioning review and planning is essential to ensuring that the deliverable can be sequenced and delivered in the period required with ZERO defects.
  • Issue internal weekly progress report on all Commissioning activities and highlight any risks.
  • Ensure all Method Statements are issued and approved on time
  • Responsible for ensuring all tests are carried out in time and in line with the approved procedures.
  • Responsible for providing the project planner with updates on the progress of commissioning activities
  • Attending the weekly client commissioning meetings ensure to have minutes actioned or obtain close out dates
  • Shall establish and manage appropriate daily & weekly coordination meetings to meet both the remit of the contract and as appropriate, such as but not limited to;
  • Daily / Weekly Cx Management report out Meetings.
  • Whiteboard Meetings/Daily Activity Briefings (DABS)
  • Partake in collaborative planning sessions & Map days.
  • Lookahead planning
  • Integration Planning
  • Risk Planning
  • Energisation and Safety Briefings
  • Sub-Contract/Vendor Package Meetings
  • Shall attend FWT (Factory Witness testing) by requirement.
  • Development of the Project commissioning schedule in conjunction with the project planners
  • Responsible for the Compilation/Uploading of all Testing and Commissioning Documentation including verifying and signing off on all results. Ensure this is saved to the commissioning folders on the relevant platforms.
  • Management & Co-Ordination of all day to day on site commissioning operations by third party and direct subcontractors
  • Management of all commissioning related snagging and ensuring that all snags are closed out in a timely manner (within 1 week of been raised).
  • Ensuring MOPs are issued in a timely manner (Required for "live" buildings)
  • Ensure all relevant test equipment is in place on time
  • Loadbank, Data Loggers, PQM's etc.
  • Developing a strong professional working relationship with the Client and 3rd party commissioning Teams key personnel
  • The Cx Manager shall establish a Project Risk Register and manage / maintain throughout the project timeline. The RR shall be used as a key communication tool to ensure that appropriate mitigation and / or escalation is achieved in a timely manner.
  • Shall monitor the construction related activity in conjunction with the Mechanical, Electrical and CSA discipline leads to ensure that there are no gaps in scope, missed opportunity or risk to programme based on variance.
  • Shall report out at agreed upon intervals to the client representative on planning and progress.
  • Shall be responsible for the project LOTO / COHE processes and procedures. The Cx Manager May novate / appoint appropriate resource, however, ultimate responsibility for managing this process lies with the Cx Manager.
  • Any other duties associated with this role.
