The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.


UNEP's Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance.

The Law Division promotes the contribution of environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs).

This position is located in the Law Division, OzonAction Branch in the Paris duty station.

Under the overall supervision of the Deputy Director, Law Division and the direct supervision of the Head of OzonAction Branch, Law Division, the incumbent is responsible for the following duties:


Responsibilities:

1.

Management of Programmes / Projects:

  • Develops, implements and evaluates assigned programmes/projects, including those related to refrigeration servicing sector; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures followup actions.
  • Coordinates, in collaboration with international refrigeration and air conditioning sector partners and associations, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Coordinates policy development related to refrigeration and air conditioning sector, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. business plan, draft background papers for ExCom meetings, analysis, sections of reports and studies, inputs to publications.
  • Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.
Compliance Assistance Programme (CAP) Work planning, partnerships and staff management:

  • Establishes collaboration and partnerships in the refrigerant driving license and refrigeration servicing sector with key officials inside and outside the organization.
  • Coordinates activities related to business planning, Compliance Assistance Programme (CAP) Workplan (programme / project preparation and submissions, annual progress reports, financial statements,) and prepares related documents/ reports (work programme, programme budget).
  • Leads and/or participates in large, complex regional network meetings, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable datadriven planning, decisionmaking, presentation and reporting.
  • Performs other duties as required.

Education

An advanced university degree (Master's degree or equivalent) in environmental science / policy/ management, natural science, engineering, or a related field is required.


A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
