External and Corporate Relations Vice-Presidency (ECR)


The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes.

ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement.

ECR also manages strategic communications for the World Bank's Regions and Global Practices and leads the management of reputation risk.

External and Corporate Affairs - Europe


ECR Europe manages relationships with key stakeholders, including government counterparts, parliament, civil society, private sector, media, academia and international organizations in the traditional European development partner and donor countries.

As part of the World Bank's External and Corporate Relations function in Europe, the World Bank's Paris Office is responsible for leading the dialogue between the WBG and constituencies in France.

ECREU - France and the Paris Office


The ECREU team for France is led by a Senior External Affairs Officer, who reports to the Special Representative, Europe, based in Paris.

The overall objective of the International Affairs Associate is to support the World Bank Group's stakeholder relationships in France and raise the visibility of the expanded operational footprint of the Paris Office.


Responsibilities:


Program Delivery:

  • Taking on distinct research and factchecking activities and drafting briefing material in English for senior management, including compiling briefing packages for highlevel visits, sourcing content from World Bank Group colleagues, and drafting talking points in French.
  • Liaising with external partners in English and French, organizing meetings and logístical arrangements, taking minutes, and sharing summaries with colleagues.
  • Tracking developments in the French authorizing environment and flagging risks and opportunities for stakeholder engagement for senior management and Paris Office staff, as agreed with the Senior International Affairs Officer for France.
  • Preparing and delivering PowerPoint presentations in English and French, for both internal and external audiences.
  • Drafting correspondence in English and French, and translating correspondence and short documents between English and French.
  • Responding to internal and external requests for information meetings and presentations.
  • Maintaining stakeholder contact lists and a calendar of events to support ECREU-France strategic planning.

Work Program Administration:

  • Coordinating World Bank senior management visits to France, which may include arranging appointments, transportation, and logistics.
  • Supporting organization of consultation meetings, report launches, and press briefings, which may include logístical arrangements.
  • Responding to general public queries; if needed, directing them to the appropriate staff to handle.

Selection Criteria

  • Master's degree in a relevant field with at least 2 years of relevant experience.
  • A good understanding of the French authorizing environment (Government, NGOs, Parliament, etc.) and how it relates to the relationship between France and World Bank Group.
  • Good knowledge of the strategic priorities of the World Bank Group and an appreciation of the role and function of the Paris Office.
  • Effective analytical, research and problemsolving skills, and ability to synthesize information.
  • A strong track record of taking initiative, a clear drive for results and evidence of client orientation.
  • Proven ability to organize, prioritize and coordinate work and other activities. Ability to work independently as well as effectively under pressure; ability to handle concurrent activities simultaneously, prioritize competing demands, and to extend self to meet deadlines.
  • Outstanding interpersonal and communications skills and the ability to deal diplomatically and effectively with clients at all levels in a multicultural environment. High degree of judgment, tact and discretion in handling sensitive and confidential issues.
  • Excellent teamwork skills, flexible and willing to lend a hand to colleagues, taking on tasks that go beyond core job description.
