Role Purpose
Global Operational and Resilience Risk (ORR) is a sub function of Group Risk. Its purpose is to make sure HSBC understands, and is in control of its non-financial risk position.

In addition, the function provides resilience risk stewardship to the Regional Business and Functions and the entities we operate in.


This is achieved through:

  • Completing analytical assessments and opining on the control environment of the First Line of Defence (1LOD) within Businesses and Regions
  • Constructive challenge to the businesses and functions on their control environment and assessment of risk
  • Oversight of emerging risks, strategic business initiatives and local change activity and new/materially changed products
  • Analysis of risk exposure across all bank operations and territories to inform capital management and stress testing requirements
  • Completing thematic reviews and aggregated reporting of the Non-Financial Risk profile of the bank
  • Responsibility for the implementation of a Risk Management Framework (RMF) that sets out governance, policies and practices to proactively identify, assess, measure and report on, mitigate and control operational risk exposures associated with HSBC's businesses and operations at all levels of the organisation.
Reporting to the Head of HBCE ORR, the role holder will have HBCE responsibility for Insurance and Asset management Business oversight

  • Oversight, advice, guidance, and constructive challenge on Operational Risk (OR) and Resilience Risk (RR) to Insurance and Asset management businesse RR topics will cover, amongst other risks, information, technology, cyber security, third party, manual payment/settlement processing, physical security, business interruption and incident response risk types. OR topics will include the wider NFRs.
  • Second Line of Defence (2LOD) oversight of Insurance and Asset management businesses risk profile, including remediation activities (issues & actions) and the First Line of Defence's (1LOD) management of events & incidents.
  • Providing ORR oversight across transformation activities, with a specific focus on the impacts of change on NFRs as a result of various programmes.
  • Thematic events reviews. In order to ensure that Insurance and Asset management businesses operates in a resilient fashion, the role holder will conduct and support thematic review activity to ascertain potential weaknesses in the control environment, including working with 1LOD teams to identify improvements.
  • Supporting the Insurance and Asset management Businesses leaders ongoing understanding of technology and data risk management.
  • Provide oversight of, and bringing resilience risk expertise to, a number of functions that operate across Insurance and Asset management Businesses, such as Data Services.
  • Drafting, presenting, and supporting opinion papers on OR and RR topics to governance committees.
  • Completing analytical assessments and opining on the control environment of the 1LOD within HBCE
  • Oversight of emerging risks, strategic business initiatives and local change activity and new/materially changed products
  • Implementation of a Risk Management Framework (RMF) that sets out governance, policies and practices to proactively identify, assess, measure and report on, mitigate and control operational risk exposures associated with HSBC's businesses and operations at all levels of the organisation.
  • Assessing compliance with Group policies and risk appetite.
  • Ensuring that all decisions are made in the best interests of our clients, and that delivery of Insurance and Asset management Businesses products and services are operationally resilient.

  • Supports implementation of the OR and RR frameworks globally, including Risk Strategy, Risk Appetite, Risk Taxonomy and Risk Control Library strategy, and policy frameworks, such that they support safe growth in Insurance and Asset management businesses.
  • Ensures that Insurance and Asset management businesses complies with policies so that its business operations, products, and services are within risk appetite.
  • Constructive, actionable challenge is made to Insurance and Asset management businesses in a manner that understands business initiatives, priorities, and processes.
  • Embed the use of the management of NFRs as a core decision tool for Insurance and Asset management businesse
  • Analyse and make determinations on the risk profile of Insurance and Asset management businesses and their risks are outside appetite, ensure the business is taking steps to mitigate the risk.
  • Makes management of RRs meaningful for Insurance and Asset management businesses and continually influences the business to adopt Operationally Resilient thinking & processes.
  • Support adhoc project work and investigations to provide further analysis into process control failings as required.
