    OVERVIEW OF THE FUNCTIONS OF THE POST

    Under the overall authority of the Director of the Division of Science Policy and Basic Science (PBS), and the direct supervision of the Chief of Section of Basic Science, Research, Innovation and Engineering (RIE), in accordance with the UNESCO Programme and Budget 2024 – /C5) of the Major Programme II, the consultant/consultancy firm is requested to:

    Assist the Chief of Section in the bidding and procurement process for the purchase of laboratory equipment in the field of electronic and mechanical engineering, to be delivered to the Bright Star University in Libya.

    The list of laboratory equipment in the field of electronic and mechanical will be provided by UNESCO in consultation with the beneficiary university.

    Long Description

    To this end, the consultant/consultancy firm must within 3 months from contract signature:

  • Coordinate with the Bright Star University to draft & prepare the specifications for the required Lab equipment.
  • Conduct market research, including using the United Nations Global Marketplace (UNGM) website, to identify potential qualified suppliers who can meet the requirements.
  • In consultation with Bright Star University and UNESCO- Section of Basic Sciences, Research, Innovation and Engineering (RIE), prepare procurement plan, including timelines and milestones.
  • Coordinate the process of the competitive bidding in accordance with UNESCO's procurement policy for the purchase of Lab equipment, this includes the preparation of bidding documents (incl. the final list of detailed specifications for the required Lab equipment), launching the applicable bidding process (invitation to bid), preparation of evaluation templates (Eval. Grid & Report), participating in the evaluation of bids received, until final selection of the supplier.
  • During the bidding lead-time, collect clarification requested by all bidders and keep updated the frequently asked questions page to provide same information to all bidders.
  • Prepare the draft terms of references of the contract(s), obtain required approval and get it ready for signature.
  • Follow up with selected supplier(s) to ensure successful completion of the contract(s).
  • Coordinate with the beneficiary university to ensure the successful delivery of the laboratory equipment to two different departments in the beneficiary university. This includes the preparation of all UNESCO paperwork (both hard and soft copy files) related to the delivery of all the equipment to the intended destinations, with accurate and up-to-date information and records of correspondence on the implementation of these procurements and of all related exchanges with the companies and the beneficiary university.
  • Provide regular progress updates to stakeholders.
  • Draft narrative reports on actions performed, accomplishments, highlight challenges faced, and recommendations.

    REQUIRED QUALIFICATIONS

    Education:

    Bachelor's degree or equivalent in business administration, management, commerce, supply chain, procurement or related technical field

    Work Experience:

  • Minimum 5 years of experience in handling large-value procurement activities
  • General experience in public procurement (preferably involving intergovernmental organization/ multilateral development bank-funded projects).
  • Specific experience in public procurement practices.
  • Familiarity with procurement regulations and best practices.
  • Familiarity with the UN system.
  • Work experience with specialized agencies of the UN system, would be an asset.
  • Languages:

    Excellent knowledge of English. Other UN language skills are an advantage.

    DESIRABLE QUALIFICATIONS

  • Completion of certification training in public procurement
  • Experience with procurement with UN, and/or International NGO
  • Experience in sustainable procurement
