The Multilateral Organisation Performance Assessment Network (MOPAN) is a dynamic network of 22 members and observers who fund multilateral organisations and together share a common interest in strengthening the effectiveness of the multilateral system.

The network is supported by a Secretariat, hosted by the OECD, that carries out regularly and systematically, assessments of the effectiveness of multilateral organisations.

These assessments are used to meet accountability and due diligence requirements of governments, to inform strategic dialogue with multilateral organisations, and to generate knowledge to strengthen both the effectiveness of organizations and the overall effectiveness of the multilateral system.


How well do multilateral organisations understand, communicate and deliver on their value proposition? How well do they position themselves strategically to navigate rapidly evolving and unpredictably changing contexts, while fulfilling their core mandate? How well are they governed and managed? To what extent are they acting sustainably? How well are organizations engaging among themselves and with stakeholders, to address global issues in coordinated and meaningful fashion? These are some of the key questions that MOPAN engages on.


We are looking for a dynamic and experienced Senior Advisor with significant hands-on public and/or private sector management experience and expert knowledge of organisational performance.

Key organisational functions and dimensions include organisational governance, management, systems and processes. As well, S/he should be familiar with multilateralism and development, and with evaluation theory and practice. Understanding of sustainability and complex adaptive systems would be an asset.

S/he will also proactively contribute to the ongoing development of the Network's efforts to enhance the impact and relevance of its work.


Main responsibilities
Management

  • Manage the successful realisation of MOPAN's portfolio of assessments, including quality assuring, advising and guiding assessment managers on operational and technical questions for high quality assessments.
  • Lead the coordination of MOPAN's assessments and data teams.
  • Foster strong collaboration with MOPAN's Network management and engagement team through MOPAN's online portal on multilateral performance.
  • Oversee procurement of external intellectual services through the development of specifications and selection criteria for international calls for tender, and of contract management.
  • Promote and manage continuous improvement of MOPAN's organisational and assessment processes.
Analysis, Research and Drafting

  • Oversee the continuous quality improvement of MOPAN's assessment approach in collaboration with MOPAN's technical working group focal point.
  • Lead the ongoing development of MOPAN methodologies for assessing organisational and operational performance, considering international good practices and cuttingedge research and policy.
  • Identify lessons learned, good practices and opportunities to improve MOPAN's approach and body of evidence to inform and support members' decisionmaking in working with multilateral organisations.
  • Keep up to date with developments in organisational governance and management to inform MOPAN's approach and methodologies.
  • Prepare analytical and policy reports as well as other documents to support the effective communication of performance information, evidence of good practices, and where appropriate develop recommendations tailored to various audiences.
  • Analyse for trends, good practices, innovations, comparative benchmarking, scenario building, as well as in response to member needs, using MOPAN's repository of data and information on the performance and value of multilateral system and organisations.
Representation, Liaison and Communication

  • Liaise with MOPAN's Technical Working Group, informal networks of experts, policy officials and practitioners, including in the private sector, working on various aspects of organisational development and effectiveness.
  • Maintain strong relations with MOPAN constituency and stakeholders.
  • Represent the MOPAN Secretariat in relevant international fora, as required and establish and maintain a network of professional contacts.
