Reporting to the general services director of the institution, the role entails mainly the construction of a budget of around 30 M€, its monitoring, and closing operations. The responsibilities include overseeing purchasing activities including public procurement, liquidation, and inventory. Leading annual and multi-year investment plans. Managing analytical accounting and coordinating internal budget and accounting control. Handling relations with the accounting agency and external services of the public finance department.
Desired Profile
For candidates of A-level cadre, whether a civil servant or contractual employee, a good understanding of the organization and operation of higher education institutions is required. Deep knowledge of budget construction, public procurement, and different accounting aspects (budgetary, asset, and analytical) is essential. Ability to lead internal budget and accounting control.
The ideal candidate should have excellent organizational skills, be a team player, and possess listening, negotiation, adaptation, and reactivity capabilities.
