Under the administrative supervision of the Head of Office in IOM France (Paris) and the programmatic supervision of the Team Leader in IOM Germany (Berlin), the incumbent will act as deputy Team Leader assisting in the provision of guidance to and oversight of all the staff, day-to-day operations, and quality and integrity assurance of the KVAC operated by IOM.


Responsibilities and Accountabilities
=> Support the KVAC Team Leader in the provision of effective
daily supervision, oversight and management of all KVAC activities and staff, ensuring dignified, efficient and cost-effective service delivery with integrity, in line with all contractual obligations of the Ministry of Justice of the Republic of Korea and with all IOM rules and regulations and KVAC operating procedures.

=> Ensure in Paris and support the KVAC Team Leader in keeping up to date and maintain
understanding of contract conditions to facilitate successful inspection results from audits conducted by the Korean Diplomatic Representation in Berlin and by representatives of the Ministry of Justice. Propose actions to address deficiencies in a timely, efficient and cost-effective manner.

=> Support the Team Leader to maintain close
liaison and coordination with the relevant Embassy of ROK in Berlin and with the other European locations and the relevant teams (finance, integrity, ICT, HR, evaluation) in IOM HQs and offices: collect and report feedback, issues, challenges, appreciations; conduct day to day communication and build of productive and positive relations. Act on behalf of the Team Leader as focal point for the communications with the Embassy.

=>
Support the team leader in evaluating the workflow and analyzing the processing times in the KVAC network, with particular focus on Paris operations; evaluate Embassy and applicants' feedback; support the Team Leader in the preparation of performance reports for the Project Manager suggesting solutions and adjustments when requested.

=>
With particular focus during the implementation of new KVAC locations, support the Team Leader and the Project Management planning for resources. This includes refurbishment, procurements, and staffing. Participate to interviews and facilitate the drafting of capacity building documentation.

=> Support the Team Leader in the provision of
capacity building: training, testing, and evaluation of KVAC Visa Support Assistants on visa rules, visa policies, IOM regulations and policies; analyze training needs and create and implement plans based on feedback, sample checks and spot-check results.

=>
Support the Team Leader ensuring programme integrity by supervising compliance of Visa Support Assistants with IOM Standards of Conduct; report on internal investigations where required.

=> Support the project management arranging briefings, tours and other related activities for visitors, missions and other relevant stakeholders to the IOM and KVAC premises.

=> In due coordination with the project management and the Team Leader, perform travel duties, as needed.

=> Perform such
other related duties as may be assigned.


EDUCATION

  • University degree in Political or Social Sciences, International Relations, Law, Migration Studies, Social Studies or a related field from an accredited academic institution, with four years of relevant professional experience, preferably in similar roles;
OR

  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience, preferably in similar roles.

EXPERIENCE

  • Experience in managing a large team;
  • Experience in migrantrelated programmes OR visa related services;
  • Experience in customer service;
  • Experience in liaising with governmental and diplomatic authorities and national and international institutions;
  • Working and living experience in Korea as advantage.

REQUIRED
