Financial Reporting Officer

CONTEXT


Today, the Pasteur Network brings together 33 public health research institutes located in 25 countries over 5 continents, mobilizing the services of several thousand researchers, engineers and technicians.

A vast scientific and human community, it actively participates in national and international programs covering research, public health, and training / mobility programs.


The Pasteur Network is organized as a French Association governed by French law Its governance has recently evolved to be more participative and representative of the current needs of its members.

The Pasteur Network is working on increasing its visibility, developing ambitious collaborative scientific projects and strategic partnerships, and implementing a regional and global fundraising policy.


Under the responsibility of the Secretary General of the Pasteur Network, the missions of the Financial Reporting Officer will consist of ensuring the most effective reporting of the projects managed by the Pasteur Network, irrespective of funding source.

She/he will ensure the good financial conduct and follow-up and reporting from start to finish including planning, implementation, reporting, audits and evaluation and closing of the project under the guidance of the Secretary General.


TASKS
The primary tasks of the position are to be:

  • Be responsible for the optimal organization and financial reporting of projects managed by the Pasteur Network
  • Define the needs and resources, translated into financial terms, necessary for all projects in collaboration with other team members
  • Ensure that legal, administrative and other specific constraints are known concerning all financial agreements and grants and correctly observed
  • Guide and support staff in the development and preparation of proposals, in the monitoring of contracts, subcontracts and agreements, and in the construction of budgets and the inclusion of necessary documentation
  • Ensure the quality and relevance of the reports to be sent to financers, within the deadlines set by them. Coordinate receipt of funding; maintain funding and prepare reports, studies and analyses.
  • Analyze and assess funding contracts and budgets to properly allocate expenses into categories (salaries, salary adjustments, perquisites, indirect costs, materials and equipment)
  • Participate in formulating processes and procedures for negotiating contracts and financing before and after allocation
  • Participate in training and in accreditation activities on good financial practices
  • Provide knowledge transfer in finance with partners and staff including formal trainings and followup.
  • Be responsible for meeting deadlines and participation in financial and project audits
  • Master's Degree
  • Documented training and experience in financial reporting for major global funders and auditing, ideally in medical research
  • Mandatory experience in financial project management
  • Mandatory experience in lowincome settings with experience in NGOs ideally
  • Mandatory fluency in French and English
  • Excellent communication skills, both in speech and writing
  • Excellent organizational and recordkeeping skills
  • Willing to travel
  • Comprehension of various software programs

Salary:
Salary is negotiable based on experience
