The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.


UNEP's Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance.

The Law Division promotes the contribution of environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs).

Under the overall supervision of the Deputy Director, Law Division and the direct supervision of the Head of OzonAction Branch, Law Division, the incumbent is responsible for the following duties:


Responsibilities:

Management of Programmes/Projects:

  • Takes the lead to develop, implement, and evaluate assigned programmes/projects, related to Montreal Protocol customs, enforcement, and policy issues; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates followup actions.
  • Coordinates the Branch's capacitybuilding, information services, and customs/enforcement activities; performs quality control of related publications and materials; collects and analyzes feedback and inputs from Regional CAP teams related to those issues; promotes exchange of experience between Regional Networks on those issues; enhances coordination between the Regional Network activities and global CAP activities related to those issues.
  • Directs substantive support to consultative and other meetings, conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Directs research and programme evaluation and presents information gathered from diverse sources.
  • Coordinates policy development related to customs and enforcement; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies; provides technical or policy guidance to governments in coordination with Regional Coordinators.
  • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for datadriven planning, decisionmaking, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications.
  • Designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

CAP Work planning, partnerships and staff management:

  • Supports the Head of Branch with the development, monitoring and reporting of the annual CAP Workplan, Budget and Progress Report. Coordinates activities related to budgeting and work planning of global CAP activities.
  • Establishes collaboration and partnerships related to customs, enforcement, and policy issues with key officials at all levels inside and outside the organization.
  • Ensures effective utilization, supervision, and development of staff; Guides, evaluates and mentors Global Capacity Building and Information staff.
  • Performs other duties as required.
