Skills, knowledge, experience required:


  • A degree in civil or construction engineering with a licence(s) to work as a Consulting Civil Engineer;
  • Experience of at least 10 years in construction management including 5 years in large construction building projects;
  • Experience with:
  • MS Project;
  • MS Office, especially MS Excel;
  • AutoCAD;
  • Familiarity with:
  • Different construction standards;
  • Construction materials and equipment;
  • Good knowledge of:
  • Civil work and tertiary buildings standards, technics, and construction methods;
  • Construction management processes;
  • Knowledge of:
  • Health and Safety regulation in building design and construction phases;
  • Building management systems (BMS);
  • Electricity, electromechanical trades;
  • Ability to:
  • Think methodically;
  • Design, plan, and manage projects;
  • Maintain an overview of entire projects while continuing to attend to detailed technicalities;
  • Excellent verbal and written communication skills;
  • Negotiation, supervisory, and leadership skills combined with the ability to delegate;
  • Good level of English language (level C1);
  • Good level of French language (B2 or higher).

Duties/role:


  • Undertaking technical and feasibility studies and site investigations;
  • Examining and assessing detailed designs;
  • Providing assistance and guidance with the selection of materials for the fit out or construction in scope of design concept/catalogue;
  • Assisting in the development of strategic accommodation solutions for the Agency, identifying space issues, managing space, and providing advice on space definition;
  • Assessing the potential risks of specific projects, as well as undertaking risk management in specialist roles;
  • Defining a mitigation action plan to ensure the quality without any delay in the project milestones;
  • Supervising tendering procedures;
  • Managing, supervising, and visiting contractors on site, and advising on civil engineering issues;
  • Thinking both creatively and logically to resolve design and development problems;
  • Managing budgets and other project resources;
  • Managing changes, as the client may change their mind about the design, and ensuring relevant parties are notified of changes in the project design;
  • Participating to tendering procedures, technical review, and selection with the Project Manager;
  • Leading engineers from contracting companies for all project phases;
  • Defining the punch list points, proposing solutions, monitoring and recording the progress;
  • Compiling, checking, and approving reports;
  • Defining and reviewing monthly progress reports issued by the contractors;
  • Performing regular meetings, records, and followups with the contractors;
  • Reviewing and approving project drawings;
  • Using computeraided design (CAD) packages for designing projects;
  • Undertaking complex and repetitive calculations;
  • Assessing the technical risks related to design or construction methodology;
  • Scheduling and coordinating material and equipment purchases and delivery with other stakeholders;
  • Attending meetings to discuss projects, especially in a senior role;
  • Performing regular meetings with the Project Core team, the Facilities team, and the Management to follow up on activities and tasks during all the project's phases;
  • Ensuring the cost, time, and quality follow up;
  • Ensuring the achievement of the project milestones;
  • Supporting the Project Manager by providing the requested documents, reports or information related to the project;
  • Adopting all relevant requirements related to the local regulations such as building permits, environmental regulations, sanitary design, good manufacturing practices, and safety on all work assignments;
  • Ensuring all approvals, permissions, etc. required by public authorities are obtained;
  • Ensuring all necessary prerequisites for the site mobilisation;
  • Reviewing the construction documentations (construction plan, Quality plan, etc.);
  • Ensuring that the project runs smoothly and that the structure is completed on time and within budget;
  • Correcting any project deficiencies that affect production, quality, and safety requirements before final evaluation and project reviews;
  • Providing organisational and technical building/constructionrelated support in case of legal proceedings;
  • Arranging for, coordinating, and controlling the rectification of faults or defects occurring after acceptance and handover of the object;
  • Providing assistance in control and realisation of the final acceptance and handover;
  • Assisting in the acceptance of services delivered by specialists/engineers;
  • Providing assistance to the Facilities team in any activities related to the premise maintenance or construction;
