The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies.

It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee.


The mission of the OECD in the field of tourism is to optimise the economic, social and environmental benefits of tourism through medium and long-term strategic planning and development, and integrated approaches to promote competitiveness, sustainability and well-being across OECD countries.

Enhancing the strength and quality of the recovery from the crisis triggered by the COVID-19 pandemic and compounded by the economic slowdown and geopolitical uncertainty is now a priority, to shape a more resilient, sustainable and inclusive tourism economy.


Main Responsibilities
Research, analysis and drafting

  • For the Policy Analyst /Economist role(s)_
  • Plan, conduct and supervise economic and policy analysis and provide implementation support on tourismrelated topics including: policy measures to promote tourism recovery and resilience, foster sustainable tourism development, enhance the effectiveness of destination management structures and organisations, strengthening tourism SMEs, promote digital uptake in tourism, improve tourism measurement and strengthen data access and use for policy making, develop sustainable tourism indicators and monitoring tools at different spatial levels, and enhance tourism policy and data governance.
  • Undertake quantitative and qualitative analysis on applied economic and policy issues of relevance for tourism, including identifying relevant policy solutions and good practices, producing evidencebased assessments, preparing case studies, and developing tailored guidance to assist countries to design and implementation of evidencebased tourism policies.
  • For the Data Analyst / Economist role(s)_
  • Plan, conduct and supervise economic analysis and provide implementation support to strengthen the tourism information system and datadriven tourism policies, including: sustainable tourism indicators; resilience, digitalisation and competitiveness indicators; destination monitoring and management tools; measurement and monitoring tourism at different spatial levels; Tourism Satellite Account implementation; data access, compilation, sharing and governance; the exploration of new data sources, and other quantitative areas relating to tourism policy.
  • Undertake quantitative analysis using different data sources and prepare technical advice to strengthen the evidence base for tourism policy making, including desktop research and the use of innovative data tools, identifying relevant issues and good data practices, and developing tailored guidance to assist countries to improve the collection and dissemination of tourism data.
  • For both roles_
  • Draft and edit high quality substantive papers for maximum policy impact, ensuring their timely and quality delivery including guidance notes, issues papers, synthesis reports, country case studies, tourism policy reviews, proceedings and policy papers, and statistical notes and compilation guides, as appropriate.
  • Develop capacity building materials and guidance for country projects.
Co-ordination, communication and management

  • Provide support to the OECD Tourism Committee, its Working Party on Tourism Statistics, Global Forum on Tourism Statistics, Knowledge and Policies, and related conferences and events.
