The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.


The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive.

It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.


This post is in UNEP's Economy Division, Energy and Climate Branch, Secretariat for the Climate and Clean Air Coalition (CCAC), Paris duty station.

The Climate and Clean Air Coalition (CCAC) is a voluntary multi-stakeholder partnership working at the Nexus of climate and clean air.

It supports and catalyzes the reduction of short-lived climate pollutants by fostering and strengthening high-level commitments, mobilizing partners (including UNEP), raising awareness, supporting sectoral and national planning, policy and implementation, advancing policy-relevant methane, HFC and black carbon analysis and tools, strengthening institutions, and scaling up finance.

It also supports the implementation of the Global Methane Pledge (GMP), embodying the Secretariat to the GMP.


Under the supervision of the Head of the Secretariat of the Climate and Clean Air Coalition, the focus of this Programme Officer assignment is the overall coordination of the Coalition partnership governance, including to raise the political profile and buy-in for the activities brought to the High Level Assembly decision.

The incumbent will be responsible for managing the agendas and background document development for the Governance meetings, and ensure enhanced partnership delivery in an initiative by providing coordination, planning and reporting support to the lead partners, while monitoring the delivery from implementers.


Responsibilities:

Manages and implements the partnership program and at least one initiative for the Secretariat of the Climate and Clean Air Coalition (CCAC) to reduce short-lived climate pollutants by:

a) Developing draft agendas and reporting, partnership outreach and strategies for the Climate and Clean Air Coalition (CCAC) governance meetings.

b) Working with partners to raise the political buy-in for High Level Assembly and ministerial decisions in support of the work of the Coalition.

c) Developing implementation plans to deliver agreed activities and deploying project resources accordingly in at least one of the Climate and Clean Air Coalition (CCAC) initiatives/projects (with main focus on action to reduce emissions from agriculture, as appropriate).

d) Coordinating the activities of the project's implementing partners, external consultants, and other UNEP staff.

e) Liaising with other relevant projects, networks and initiatives (internal and external to UNEP) to bring best practices and relevant knowledge and lessons learnt to initiative/project.

f) Representing the Climate and Clean Air Coalition (CCAC) secretariat at related conferences and workshops.

g) Planning resources and developing implementation plan to deliver activities identified by the governance structure of Climate and Clean Air Coalition (CCAC) and in the project documents.

h) Recommending adjustments to the initiative's strategic goals and objectives of the project if necessary
Provides monitoring, reporting, budgeting and planning as needed to ensure effective project and financial management and communication of project results and objectives by:

a) Developing and maintaining project reports and records, including budget and activities tracking, for Climate and Clean Air Coalition (CCAC) governance requirements and based on the (CCAC) indicators to monitor and evaluate impact.

b) Liaising with donors and relevant international institutions such as implementing partners to provide the reporting to meet the requirements of donor agreements and international standards.
c) Overseeing development of project publications and reports and ensuring their quality.

d) Disseminating project outcomes and lessons learned, including keeping relevant sections of the Climate and Clean Air Coalition (CCAC) website and other information products updated, as appropriate.

Helps strengthen the implementation of the CCAC 2030 Strategy, in accordance with UNEP's Climate Change and Pollution sub-programmes, by:
