The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative international action to accelerate the implementation of Agenda 2030 in developing countries, and improve the financing of the Sustainable Development Goals (SDGs) and the quality and effectiveness of development co-operation.

The Directorate helps set international standards for development co-operation, supports the OECD Development Assistance Committee (DAC) and monitors how donors deliver on their commitments.

Drawing upon OECD-wide input, the DCD supports members and partners with data, analysis and guidance.


The Foresight, Outreach and Policy Reform Unit in DCD (DCD/FOR) is in charge of stepping up, leading and co-ordinating the work of the Directorate in strategic areas of development, namely foresight, outreach, triangular co-operation, civil society and policy reform, contributing to new thinking and innovative approaches and supporting horizontal work across the DCD and supporting the Director's Office.


He/She will report to the Team Lead for Outreach and to the Team Lead for Civil Society, under the overall guidance of the Head of DCD/FOR.


Main Responsibilities

  • Research, analysis and drafting
  • Conduct and/or contribute to policy research and analysis on policies and systems of development cooperation providers beyond the membership of the DAC.
  • Conduct and/or contribute to policy research and analysis on civil societyrelated development cooperation issues, such as donor policies and programmes related to respecting, protecting and promoting civic space; supporting and engaging with civil society; incentivising CSO accountability.
  • Conduct and/or contribute to reviews and provide inputs on outreach and on civil society, for instance to DAC peer reviews.
  • Support the preparation of profiles of nonDAC providers.
Outreach

  • Prepare background documentation and reporting of engagement and related followup with i) Africa; ii) the Arab region, through the Arab-DAC Dialogue and its partnerships, and iii) Latin America and the Caribbean (LAC), notably supporting the meeting of the OECD LAC Regional Programme on development cooperation.
  • Prepare background documentation for, and reporting of, the DAC External Relations Group meetings, and other initiatives to support DAC and nonDAC countries to share knowledge, for example the Global Meeting of Development Cooperation Providers and contributions to OECD Country Programmes.
Civil society

  • Organise and/or support the logistics and reporting of dialogue meetings and consultations with CSOs across the DCD and DAC. This includes collecting inputs from across relevant DCD work streams and drafting background content.
  • Conduct and/or support outreach and communication activities related to the DAC-CSO dialogue meetings, consultations with CSOs, and meetings of the DAC Community of Practice on Civil Society.
  • Prepare draft background content for, and report on, events at which the DAC Recommendation is disseminated.
  • Other tasks
  • Contribute to other activities of DCD/FOR, as requested and in consultation with the Outreach and Civil Society Team Leads and the Head of the DCD/FOR.
  • Contribute to joint projects and activities of other teams in DCD, and the OECD, related to Outreach and Civil Society issues.
  • Academic and professional background
  • An advanced university degree in development studies, economics, political science, law, international relations, or another relevant discipline.
  • A minimum of two years of relevant experience in development cooperation issues and/or international relations.
  • Experience working in a bilateral and/or international organisation.
  • Skills in policy analysis, interpretation of findings and in synthesising large amounts of information and complex issues.
  • Knowledge of civil societyrelated issues in development cooperation and/or of development cooperation providers of and beyond the DAC.
  • Excellent drafting, communication and relationship management skills.
