Programme Analyst - Economic Analysis

Positioning and reporting

Under the authority of the World Organisation of Animal Health (WOAH's) Deputy Director General (International Standards and Science), the direct supervision of the Head of the Data Integration Department (DID), and the day-to-day management of WOAH's Programme Lead for Global Burden of Animal Diseases Programme (GBADs), who is part of the DID.


Context-
About Data Integration Department

To expand on the delivery of its 7th Strategic Plan, particularly on data governance and responding to Members needs, DID was established to bring together the organisation's Observatory, and economics and epidemiological analysis initiatives to support decision making.

These include Global Burden of Animal Diseases programme (GBADs), the Observatory, the epidemiological team and the survey support service.

Both economic and epidemiology analysis initiatives will support WOAH members to improve animal health investment decisions- Analysis to support decision making_:


  • GBADs is an international collaboration jointly led by WOAH and the University of Liverpool, and implemented by a consortium, looking at the economics burden of animal diseases and health issues. The burden of animal health is assessed in terms of net loss of production, expenditure, and impacts on the economy and trade within the context of the food system.
  • WOAH's Observatory_ is a transversal programme that provides an overview of the uptake of international standards on animal health and welfare and veterinary public health by WOAH Members. An IT portal is being developed to improve Member access to data and analysis from the Observatory. WOAH's Observatory contributes to the progressive improvement of standards implementation by Members as well as to the constant assessment of WOAH's corporate initiatives by providing valuable feedback and recommendations.
  • WOAH's survey support service _is a suite of resources and services to support WOAH staff along the entire process of running a survey. This includes the stages of deciding whether to conduct a survey, coordinating with other WOAH areas, planning and designing a written questionnaire, data collection and aggregation, and analysis of data obtained.
    Job purpose

The Programme Analyst will be hired specifically to work on DID's economic analysis initiatives and support other activities within DID.

Specifically, the analyst will support a range of functions to ensure the effective and efficient integration and use of products and services associated with DID by the organisation's staff, Members, and Partners including:

assessment and utility testing of products and services; and development and implementation of mechanisms to encourage adoption and uptake by WOAH's staff, Members and Partners.


Missions and Activities
The Programme analyst will provide support in two overarching areas:

  • 1.
WOAH's economic analysis products and services, including those of GBADs:
(i) design, assessment, and utility testing; and (ii) adoption and uptake. Examples include dashboards, technical guidelines, and training platforms.

  • 2.

Data collection, processing and dissemination and activities including:
(i) WOAH's data collection, validation and management processes and systems, (ii) wider use and sharing of information to Members and Partners; (ii) linkage with WOAH's Digital Transformation and Information Systems Department and Data Management Work Group.

  • Within the first overarching area, the Programme Analyst will work on activities to:
  • Test the utility of economic analysis products and services (including GBADs) and provide recommendations for improvement_:
  • Identify the benefits, areas for improvement, risks, and potential impacts of products and services by developing and implementing mechanisms to test utility with WOAH staff and a group of individuals representative of WOAH Members and Partners;
  • Document and summarise feedback obtained from product testing and provide recommendations where possible to addresses areas for improvement;
  • Monitor the implementation of changes made by the products and services design team to address feedback and communicate the progress of changes being made;
  • Provide administrative support in the management of systems and process to assess and test the utility of products and service.
  • Encourage the adoption and uptake of product and services by WOAH staff, Members and Partners_:
  • Participate in the implementation of work plans to encourage adoption and uptake;
  • Contribute to the design of inperson and online training on the use of economic analysis approaches;
  • Provide inputs into communication tools to inform and persuade internal and external stakeholders on the benefits of using economic analysis and available products and services;
  • Support the development of business cases on activities to promote adoption and uptake.
