    The legal affairs department of PSL, composed of a director and 3 lawyers, aims to enhance its service offering by recruiting a sustainable purchasing officer.

    The sustainable public procurement officer is the reference person for all sustainable procurement issues. As such, he/she carries out a mission of expertise, advice, monitoring, and defense of interests related to the subject.

    The funding for this position is part of France Relance.

    Missions

    Main activities

    The sustainable public procurement officer, under the hierarchical authority of the director of legal affairs, will be responsible for public procurement to meet the demand of an internal ordering party. In accordance with the procedures defined by the public procurement code, he/she consults, negotiates, and selects economic operators, suppliers of goods, services, or subcontracting and works. He/She ensures the administrative follow-up of the execution of his/her order.

    Tasks:

    Treating the need - preparing the consultation procedure

    • Define the need with the ordering party, formalize the functional and technical specifications in the specifications document.
    • Evaluate and understand the environmental and social risks and opportunities present in the procurement process.
    • Prioritize supplier selection criteria, establish maximum and minimum price, volume, lead time, quality objectives.
    • Identify the market meeting the specifications, estimate the value amount, choose the market procedure to apply.
    • Determine the contractual conditions, the competitive bidding strategy, the negotiation argument with negotiable points.
    • Determine the sourcing media (searching for and contacting suppliers): internal database, panel (referenced suppliers), purchasing center, platforms, portals.

      • Launching and managing the supplier consultation

    • Prepare and send the tender documents to the suppliers.
    • Target and initiate sourcing actions, request quotes, receive application files.
    • Select and evaluate these files on major parameters: economic and financial capacity, technical performance, market position.
    • Conduct ongoing legal monitoring and market analysis.

      • Commercial negotiation and contracting

    • Analyze and delve into supplier offers through interviews.
    • Negotiate commercial conditions: price, quality, delivery time, payment terms.
    • Notify the contract to the contractor, inform non-selected suppliers.
    • Draft or have the purchase order or framework agreement validated, send the contract documents (commitment deed, amendments, special acts, ...)

      • Administrative monitoring of contract execution

    • Ensure proper execution of the order, compliance with the specifications and contractual clauses, settle disputes.
    • Ensure selected suppliers meet sustainability requirements.
    • Monitor budgets, check invoicing and payments in connection with the Accounting department.
    • Monitor purchases and suppliers to ensure they comply with sustainability and ethical requirements.
    • Provide activity reporting to management and business direction.
    • Conduct an annual review of suppliers, update the references in the panel, requalify their performance.
